The Long Term Plan (LTP) is a key strategic plan that New Zealand councils are required to develop under the Local Government Act 2002 (LGA).
A Council’s LTP outlines the Council’s activities and how they are managed, delivered and funded (including proposed rate increases).
Under the LGA, councils must consult with their community on the LTP (or 10-year plan) every three years.
What are our priorities for the Waikato district?

These community outcomes guide our decision-making to improve Waikato district’s social, cultural, economic and environmental wellbeing. They are aspirational statements and recognise that other agencies and the community itself are part of meeting those goals.

2025-2034 Long Term Plan (LTP)
The Long Term Plan (LTP) is our roadmap for the future. It sets out our vision, priorities, and how we’ll fund and deliver services and projects that matter most to our communities over the next nine years.
You might notice something different this time — we’re creating a nine-year plan instead of the usual ten, and there’s a good reason for that!
What’s changed?
Usually, we create a new LTP every three years. However, with the political landscape shifting, the government gave councils the option to pause and defer the 2024-2034 LTP by 12 months. This extra time is allowing us to better plan for important things like water services, NZ Transport Agency (Waka Kotahi) funding for our roads, and making sure our rates are fair and up to date.
In the meantime, we put together an ‘enhanced’ Annual Plan for 2024/25, which was adopted by Council on 26 June 2024. This plan covers the first year of what would have been our 10-year plan.

From 27 September to 20 October 2024, we’d like to hear from you to help shape our plan, which we will talk with you in more detail about in March and April 2025.
